We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held July 8, 2024 be approved as presented and circulated.

WHEREAS August 1, 1834, was the date that slavery was abolished throughout the British Colonies by King William IV pursuant to the Slavery Abolition Act of 1833; and

WHEREAS within fifteen years of the abolition of slavery, between 35,000 and 40,000 Black settlers made their way to Ontario, in large part, by the Underground Railroad into Southwestern Ontario;


NOW THEREFORE BE IT RESOLVED THAT as an expression of our respect for human liberty and freedom and in recognition of the richness of the culture and history brought to Ontario by African Canadians, I, Mayor Wade Mills, on behalf of Council, do hereby proclaim August 1, 2024, as Emancipation Day in the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT Council receive Report P2024-11 as information;

    AND THAT By-law #29-2024, being a by-law to enter into a Consent Agreement with Ferne Osborne for land located at 402 First Avenue East, substantially in the form attached to the by-law and initialed by the Clerk for identification, be read a first, second and third time and finally passed.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2024-03 regarding Weekday GTR Transit in Shelburne: notice and options for information;

    AND THAT Council direct Staff on whether the unbudgeted and estimated 2024 cost of about $57,000 to continue GTR weekday service being provided in Shelburne from September 2, 2024 to December 31, 2024 be funded based on the three one time gapping options outlined in this report.

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne receives the staff report FS 2024-07 with respect to the June 30, 2024 Financial Report for information.

In June 2024 staff submitted a grant application to the Ministry of Agriculture, Food and Rural Affairs Rural Economic Grant (RED) funding to support local businesses in Shelburne by providing workshops relating to HR practices, theft/fraud, networking and action plans in partnership with Workforce Planning Board.  The workshops will also be recorded for future learning opportunities.  The total amount of the project is $18,083.00.


The Ministry has approved a 50% funding opportunity in the amount of $9,041.50.


In the attachments provided within the agenda the source of funding for the project is as follows:

  • Community Futures - South Georgian Bay $1,500.00
  • Town of Shelburne $7,541.50
  • RED Grant Funding $9,041.50

The Town’s portion of this cost ($7,541.50) will be funded from the 2024 EcDev communications budget in the adopted 2024 budget.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #30-2024 being a By-law to authorize the Town of Shelburne to enter into an Agreement with His Majesty the King in Right of Ontario as represented by the Minister of Agriculture to receive Rural Economic Development Funding. 

  • Recommendation:

    BE IT RESOLVED THAT Councillor Fegan's appointment to the Nottawasaga Valley Conservation Authority Board (NVCA) be amended by replacing him with Councillor ____________ to serve as the Town of Shelburne Council representative for the remaining term of Council;

    AND FURTHER that leave be given for the reading and enacting of By-law #31-2024 being a by-law to amend By-law #03-2023 being a by-law to appoint municipal committee and board members for the 2022-2026 term of Council.

  • Recommendation:

    BE IT RESOLVED THAT Council receives the Flag Raising Request;

    AND FURTHER authorizes the Childhood Cancer Awareness flag to be raised from September 6-29, 2024.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #32-2024 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held July 22, 2024.
