We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held October 28, 2024 be approved as presented and circulated.

  • Recommendation:

    BE IT RESOLVED THAT the presentation by Dr. Catania, North Dufferin Wellness Centre be received as information. 

WHEREAS Veterans’ Week is a time to honour Canadian Veterans and Soldiers made up of the young and old who share a common goal of keeping our country strong, proud and free;


AND WHEREAS Canada has a long history of providing military assistance in order to secure peace around the world;


AND WHEREAS Peace and Freedom are not just words, but values and beliefs worthy of sacrifice yesterday, today and tomorrow;


AND WHEREAS Canadian sacrifice and valour will be remembered forever as a rich legacy of peace, freedom and identity;


NOW THEREFORE, to show support for our veterans and their families, I, Mayor Wade Mills, on behalf of Council, do hereby proclaim November 5 to 11, 2024 as Veterans’ Week in the Town of Shelburne.

WHEREAS November is Woman Abuse Prevention Month and November 25th is the International Day for the Elimination of Violence Against Women; and


WHEREAS violence is the greatest gender inequality rights issue for women, girls and gender-diverse individuals. Our community is committed to ending femicide and all forms of gender-based violence; and


WHEREAS Femicide rates are on the rise in Ontario, with over 52 femicides in Ontario since November 26th, 2023; and


WHEREAS last year in Ontario, on average every 6 days a woman or child lost their lives due to men’s violence; and


WHEREAS Indigenous, Black, South Asian and Southeast Asian women and girls continue to experience high rates of violence, including femicide, on the 2022-2023 Ontario Femicide List


WHEREAS this month and throughout the 16 Days of Activism Against Gender-Based Violence, we acknowledge our community’s support of the Wrapped in Courage campaign and commitment to ending gender-based violence; and


WHEREAS there is an urgent need for greater investment and action to end gender-based violence in our community and throughout Ontario by all three levels of Government.


WHEREAS a Wrapped in Courage Campaign flag will be raised in during Woman Abuse Prevention Month in recognition that the courage of a woman alone is not enough, it takes an entire community to end gender-based violence; and


Now, therefore, I Mayor Wade Mills, on behalf of Council, do hereby proclaim and declare that November 25th, 2024, shall be known as “The International Day for the Elimination of Violence Against Women” in the Town of Shelburne and urge all citizens to recognize this day by taking action to support survivors and becoming part of Ontario wide efforts to end gender-based violence.

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne approve the Wrapped in Courage Flag Raising request for the International Day for the elimination of Violence Against Women on Monday, November 25, 2024 through November 29, 2024.

  • Recommendation:

    BE IT RESOLVED THAT Council receive Report P2024-14 as information; 

    AND THAT By-law 44-2024 being a by-law to establish and name lands as apart of a public highway, be read a first, second, and third time and finally passed.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS2024-07 for information;

    AND THAT Council grants relief to traffic bylaw #8-1983, as amended by bylaw #25-2012 to permit on-street parking for December 24, 25 & 31, 2024.

Being a by-law to authorize the Town of Shelburne to enter into an agreement with His Majesty the King in right of Ontario as represented by the Solicitor General to receive funding under the Community Safety and Policing (CSP) Grant Program

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 45-204 being a by-law to authorize the Town of Shelburne to enter into an agreement with His Majesty the King in right of Ontario as represented by the Solicitor General to receive funding under the Community Safety and Policing (CSP) Grant Program.

There is currently no fee for the use of the second floor lobby and a Staff member is flexing their day so no additional staff time is required. 

  • Recommendation:

    BE IT RESOLVED THAT the request from the Orangeville Food Bank to move from Jack Downing Park to the second floor lobby from late October 2024 to mid May 2025 be approved. 

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 46-2024 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held November 4, 2024.
