  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held September 26, 2022 be approved as presented and circulated.

  • Recommendation:

    BE IT RESOLVED that Council receives report P2022-28 for information;

    AND THAT leave be given for the reading and enacting of By-law #49-2022 being a by-law to amend Zoning By-law #38-2007, as amended by By-law #51-2019, by authorizing an extension of the Special Commercial Exception Three (C4-3) Zone to permit a temporary use for up to three (3) years from the date of the passing of the by-law by Council, for the land known municipally as 443 Main Street West, in the Town of Shelburne, as shown on Schedule “A1” to the By-law.

  • Recommendation:

    BE IT RESOLVED THAT Report P2022-29 regarding the Community Improvement Plan be received for information; 

    AND THAT leave be given for the reading and enacting of By-law #50-2022 being a by-law to establish Community Improvement Project Areas for the Town of Shelburne;

    AND THAT leave be given for the reading and enacting of By-law #51-2022 being a by-law to adopt a Community Improvement Plan for the Town of Shelburne;

    AND THAT Council directs staff to submit the adopted Community Improvement Plan to the County of Dufferin for approval.

  • Recommendation:

    BE IT RESOLVED that Council receives report CAO 2022-15 regarding Grey County Weekend Transit 2023 Extension and Bus Stop Locations Update for information;

    AND provides direction to staff on whether Option 1 and continuing with 2023 weekend service for 3 or 6 months, or Option 2 and suspending weekend service as of January 1, 2023 is preferred and approved.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2022-16 Electronic Monitoring Policy for information.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report FS 2022-12 with respect to the September 2022 Financial Report for information.

  • Recommendation:

    BE IT RESOLVED that Council  receives report DO2022-05 “Connecting Links Program 2023-24 Grant Application” from the Director of Development and Operations dated October 03, 2022, as presented and circulated;

    AND THAT Council supports and authorizes the submission of grant applications to the Connecting Links Program 2023/24 for funding for the resurfacing of the Owen Sound Street portion of the Connecting Link;

    AND THAT the Town of Shelburne’s portion of the funding for the resurfacing project be funded from the Roads Construction Reserve.  

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS 2022-18 for information;

    AND THAT leave be given for the reading and enacting of Bylaw #52-2022 being a bylaw to prohibit and regulate noise in the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS 2022-19 for information;

    AND THAT leave be given for the reading and enacting of Bylaw #53-2022 being a bylaw to govern uses that occupy or require the temporary closure of, or otherwise affect highways within the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS 2022-20 for information;

    AND THAT further consideration regarding renaming and proposed uses for Simon Court Park will be considered within the Parks and Recreation Master Plan.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS 2022-21 for information;

    AND THAT Council authorizes staff to investigate the potential of introducing an Administrative Monetary Penalty System Program for the Town of Shelburne;

    AND FURTHER THAT staff reports back to Council at a future date with requirements for implementation of the AMPS program including costs associated.

  • Recommendation:

    BE IT RESOLVED THAT Council receives the 2022 budget request form the Arts & Culture Committee; 

    AND THAT the unexpended funds from the 2022 budget be placed in a general arts and culture reserve account.

  • Recommendation:

    BE IT RESOLVED THAT Council receives the 2023 budget request from the Canada Day Festival Committee;

    AND THAT the amount of $10,000 be placed in the 2023 budget for consideration during 2023 budget discussions.

  • Recommendation:

    BE IT RESOLVED that staff be directed to look at the cost of astro-turf to be installed in the pitch/bowling area for cricket teams playing at KTH Park and report back to Council. Also, that this report be considered in the upcoming budget discussions.

With the October 3, 2022 meeting being the last regular meeting for this term of Council - Consideration of Notice of Motions is not relevant to this meeting.


Roberts Rules of Order notes the following:


When an adjournment ends a session that ends the term of some or all of the body’s members, any motion laid on the table and any motion to reconsider that has been moved but not called up falls to the ground. By the same principle, in such circumstances no motion may be postponed to the next session.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #54-2022 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held October 3, 2022
