We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held November 25, 2024 be approved as presented and circulated.

1. Verbal Report and Update from the Chief Administrative Officer

  • Recommendation:

    BE IT RESOLVED THAT according to section 239(2) (b) and (i) Council enters closed session for personal matters about an identifiable individual, including municipal or local board employees; and a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization.

  • Recommendation:

    BE IT RESOLVED THAT we rise from closed session to resume regular business.

  • Recommendation:

    BE IT RESOLVED THAT Council receives the verbal update and report from the Chief Administrative Officer as presented.

  • Recommendation:

    Be it Resolved that Council receives report CAO 2024-06 regarding North Dufferin Wellness Centre: Doctor Retention for information;

    AND THAT Council approves either Option 5:
    • The Town of Shelburne supplements the rental costs for three (3) doctors to remain at 712 Main Street for up to $3,139 per month or up to $37,663 in 2025 and for one year;

    or Option 6:
    • The Town of Shelburne supplements the rental costs for three (3) doctors to remain together at a new location or at separate locations in Shelburne for up to $3,139 per month or up to $37,663 in 2025 and for one year;

    AND THAT the supplemental rents costs be paid at the beginning of each month to the doctors be approved;

    AND THAT the supplemental rent costs be funded from the anticipated 2024 operating surplus be approved;

    AND THAT Staff be directed to issue and approve a memorandum of understanding (MOU) for the provision of the supplemental rent for 2025 and all terms and conditions for acceptance by the doctors.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of bylaw #50-2024 being a bylaw to adopt the estimates for the sums required during the year 2025 for general and water/sewer purposes of the Corporation of the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 51-2024 being a by-law to provide for the levy and collection of rates or taxes required for the Town of Shelburne for the interim levy for the year 2025 and to provide for the mailing of notices demanding payment of taxes for the interim levy for the year 2025 on all classes of property.

Schedule A – Planning Fee Structure:

  • Incorporates a 2.5% increase in planning fees.
  • It is important to note that planning fees are not to be structured as revenue generating but rather a cost recovery, revenue neutral fee as per the Planning Act.

Schedule B – Parks and Facilities Rentals:

  • Reflects a 3% increase.

Schedule C – Operations:

  • Reflects a 4% increase.

Schedule D - Administrative Services:

  • Reflects changes only where an increase was required in order for full cost recovery.

Schedule E – Water and Sewer Services:

  • Reflects changes only where an increase was required in order for full cost recovery.

Schedule F – Licenses and Permits:

  • Schedule F reflects a 3.5% increase – save and except lottery licensing, this fee is regulated by the AGCO and dog licensing fees remain unchanged.

 

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of by-law 52-2024 being a by-law to amend user fees and charges for municipal services, programs and facilities. 

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne receives the staff report FS 2024-12 with respect to the Green Municipal Fund grant application through the Federation of Canadian Municipalities FCM;

    AND FURTHER THAT Council supports and endorses the funding application being made to the Green Municipal Fund through FCM – to assist with funding the planned 2025 tree planting project at the Fiddle Park which will provide shade and contribute to Growing Canada’s Community Canopies.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS2024-09 for information;

    AND THAT Council authorizes the Mayor and Clerk to enter into a Service Agreement with Global Traffic Group Ltd to implement a three (3) year Automated Speed Enforcement (ASE) Pilot Project within the boundaries of the Town of Shelburne in 2025.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 53-2024 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held December 9, 2024.
