Council meeting called to order at 7:28 pm by Mayor Mills.

Land Acknowledgement:


We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

    BE IT RESOLVED THAT the Presentation by the Shelburne Soccer Club - Project Proposal: Shelburne Soccer Club Field Development be received as information.

WHEREAS April 28th is a day set aside to honour those workers across the country whose lives have been lost, those who have been injured or disabled on the job, or who suffer from occupational diseases; and


WHEREAS The Town of Shelburne is committed to establishing and maintaining safe workplace conditions for our workers; and


WHEREAS The National Day of Mourning was officially recognized by the federal government in 1991, and originally launched by the Canadian Labour Congress in 1984. Together on this day we strive, along with employers and unions across Canada, to prevent workplace deaths, illnesses, and injuries; and


WHEREAS By recognizing the Day of Mourning, we acknowledge the continuing need to work collectively with our Unions and Associations to eliminate workplace injury, illness, and death in the workplace.


NOW THEREFORE I, Mayor Wade Mills, do hereby proclaim April 28, 2024, as the National Day of Mourning in the Town of Shelburne.

WHEREAS Multiple Sclerosis is a chronic, often disabling neurological disease affecting an estimated 1 in 400 Canadians and approximately 90,000 across the country; and


WHEREAS Multiple Sclerosis symptoms vary widely and may lead to problems with numbness, coordination, vision and speech, as well as extreme fatigue and even paralysis; and


WHEREAS there is no known cause of, prevention of, or cure for multiple sclerosis; and


WHEREAS the Multiple Sclerosis Society of Canada is the only national organization in Canada that supports both MS research and services for people with MS and their families. Annual fundraising events such as the MS Walk, MS Bike, and A & W Canada’s Burgers to Beat MS campaign support programs to enhance the lives of people affected by multiple sclerosis and their families and support MS research in Canada; and


WHEREAS, since 1948, the Multiple Sclerosis Society of Canada has contributed $200 million towards MS research; and is grateful for the  dedication and commitment of its supporters and volunteers that has made this possible; and


WHEREAS together we will find ways to enhance the quality of lives for people affected by multiple sclerosis and to find a cure to end MS; and


NOW THEREFORE, I, Mayor Wade Mills, hereby proclaim the month of May 2024, as “MS Awareness Month” in the Town of Shelburne.

Mr. James Jackson - MS ambassador for Dufferin County thanked Council for the proclamation. 

Council directed inquiries to and received responses from Staff.

Council discussed adding an additional Council Member to the Police Services Board.

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 18-2024 being a by-law to strike the rates of taxation, and to further provide for penalty and interest in default of payment hereof for the year 2024.

    BE IT RESOLVED THAT the Pickin in the Park request to allow smoking within the Fiddle Park Boundaries at the event on May 17-20, 2024 and July 24-28, 2024 be approved.
