We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held November 4, 2024 and the Emergency meeting held November 14, 2024 be approved as presented and circulated.

WHEREAS Giving Tuesday is a national day of giving taking place on Tuesday, December 3, 2024;


WHEREAS Giving Tuesday is a celebration of generosity and volunteerism that encourages residents to give as much as they can, in whatever way that they can;


WHEREAS giving can take many forms, including donating to local non-profits, volunteering your time, giving physical goods or helping your neighbours;


WHEREAS it is fitting and proper on Giving Tuesday to recognize the tremendous impact of donations, volunteerism and community service in the Town of Shelburne;


WHEREAS Giving Tuesday is an opportunity to encourage our citizens to serve others throughout the holiday season and throughout the year;


NOW, THEREFORE, I, Mayor Mills, on behalf of Council, do hereby proclaim Tuesday December 3rd to be Giving Tuesday in the Town of Shelburne and encourage all residents to embrace the spirit of generosity that has always strengthened our community by giving to their favourite local charity.

  • Recommendation:

    BE IT RESOLVED THAT Council receives staff report FS 2024-11 with respect to the 2025 Draft Budget for information;

    AND FURTHER THAT Council adopts the 2025 Draft Budget as circulated and instructs staff to bring forward a By-Law adopting the 2025 Draft Budget for the December 9, 2024 council meeting.

  • Recommendation:

    Be it Resolved that Council receives report CAO 2024-05 regarding Dufferin County Multi-Jurisdictional Fire Prevention and Protection Modernization Plan Report for information;

    AND THAT the Town of Shelburne supports a revised model for fire services, one that would be based on collaboration and dissolution of the Shelburne and District Fire Board;

    AND THAT the Town of Shelburne approves Option 3 from the Dufferin County Multi- Jurisdictional Fire Prevention and Protection Modernization Plan Report that governance of the various fire departments revert to municipal Councils with a contract for services model be supported;

    AND THAT the Town of Shelburne re-initiates discussions with the municipalities represented on the Board of the Shelburne and District Fire Department (SDFD) regarding dissolving the SDFD Fire Board and to bring SDFD under direct governance and management of the Town of Shelburne in Q1 2026.

Waiving of fees amounts to $236.00 plus HST.

    BE IT RESOLVED THAT Council receives the request for waiving of fees from the Shelburne & District Fire Department for information.

Waiving of fees amounts to $135.00.

  • Recommendation:

    BE IT RESOLVED THAT Council receives the request for waiving of fees from the Kinsmen Club of Shelburne for information.

In November 2022, municipalities across Ontario were invited to express their interest via a survey to voluntarily participate in Marriage License Modernization (MLM) Phase 2 after being provided high-level background information.


Given the significant interest received, the Ministry used criteria to refine and select potential participants and roll the program out incrementally in waves.


The Town of Shelburne has been selected to participate in the Ministry's initiative to streamline the application process.


Marriage License Modernization (MLM) is an overarching initiative which aims to streamline and transform both the paper-based marriage license application process for applicants and the issuance process for municipalities in Ontario by moving towards a digital delivery model that minimizes physical touchpoints.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of bylaw #48-2024 being a bylaw to enter into an agreement with His Majesty the King in right of Ontario as represented by the Ministry of Public and Business Service Delivery and Procurement.
