Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    As per section 239(2)(b) Council enters closed session to discuss personal matters about an identifiable individual, including municipal or local board employees.

  • Recommendation:

    THAT Council rises from closed session to resume regular business.

  • Recommendation:

    That Council receives the information presented by Ward & Uptigrove.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held September 27, 2021 be approved as presented and circulated.

WHEREAS Caribbean – Canadians are a collective representing more than forty nationalities, six official languages, over twenty distinct ethnicities; and

WHEREAS Caribbean – Canadians have made and continue to make significant contributions, across all fields and industries, as early as the 1700’s; and

WHEREAS Caribbean Women’s Society has declared the month of October as “Caribbean Heritage Month” to recognize, celebrate and educate the public on Caribbean culture, heritage and contributions; and

WHEREAS Caribbean Heritage Month will be marked by a series of cultural events and activities throughout the month of October; and

WHEREAS Caribbean Heritage Month will be an opportunity to remember, celebrate and educate future generations about Caribbean – Canadians and the important role that they have played and continue to play in communities across Canada.

Whereas, the Parliament of Canada recognizes that members of the Hispanic and Latin American community in Canada have made significant contributions to the social, economic, and political fabric of the nation; and

Whereas, the designation of a month as Hispanic/Latin American Heritage Month would be a meaningful way to remember, celebrate and educate the public about these contributions; and

Whereas, Hispanic and Latin American communities across Canada would be mobilized by a Hispanic/Latin American Heritage Month to jointly celebrate, share and promote their unique culture and traditions with all Canadians; and

Whereas, the Latin American Heritage Month Act, received Royal Assent on June 21, 2018 proclaiming throughout Canada that the month of October be known as “Latin American Heritage Month” every year; and

Now Therefore, I, Mayor Wade Mills, do hereby proclaim the month of October 2021, as “Hispanic / Latin American Heritage Month” in the Town of Shelburne.

  • Recommendation:

    THAT Council receives the information as presented.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2021-10 COVID 19 Vaccination Policy;

    AND THAT staff be directed to use the COVID 19 Vaccination Policy of the County of Dufferin as the primary basis for the Town of Shelburne’s COVID-19 Vaccination Policy;

    AND THAT staff be directed to develop and implement a COVID Vaccination Policy using the key policy issues:

    • Proof of Vaccination Status or proof of medical exemption or proof of exemption under the Ontario Human Rights Code will be required by November 1, 2021;
    • Staff not providing the proof identified above will be required to attend an education session on vaccine safety and effectiveness;
    • Staff not vaccinated will be required to undergoing regular testing (rapid antigen tests) prior to being onsite;
    • Non-compliance may result in disciplinary action;
    • Accommodations on human rights grounds will be considered on an individual basis;
    • Reimbursement of employee costs for rapid antigen testing for those with qualifying exemptions and those without;
    • Time required for an employee to be rapid antigen tested will be
      unpaid time.
  • Recommendation:

    BE IT RESOLVED THAT Council receives the staff report FS 2021-10 with respect to amending the 2021 Tax Rate Schedule;

    AND THAT leave be given for the reading and enacting of By-Law #60-2021, being a By-law to Amend Schedule A to By-Law #27-2021.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #61-2021 being a by-law to authorize the submission of an application to Ontario Infrastructure for temporary borrowing to meet expenditures in conjunction with capital works through the issue of debentures.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #61-2021 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held October 4, 2021.
