    BE IT RESOLVED THAT the minutes from the Regular Council meeting held May 8, 2023 be approved as presented and circulated.

Whereas ALS (Amyotrophic Lateral Sclerosis) is a rapidly fatal motor neuron disease for which there is no known cause of or cure for;


Whereas over 2,500 Canadians at any given time are living with ALS;


Whereas ALS is also known as Lou Gehrig’s Disease. It can strike anyone, regardless of age, gender or circumstances;


Whereas recent advances in ALS research have produced promising leads and we must continue this crucial work, and


Whereas the ALS Society of Canada is dedicated to providing direct support to ALS patients, along with their families and caregivers, to ensure the best quality of life possible while living with ALS;


Now Therefore I, Mayor Wade Mills, on behalf of Council, hereby proclaim June 2023 as ALS Awareness Month in the Town of Shelburne.

Whereas every year, cities all around the world celebrate the diversity that strengthens our Town to commemorate and support sexual and gender minorities' liberation; and


Whereas Pride Month is a positive stance against discrimination and violence toward lesbian, gay, bisexual, transgender and queer (LGBTQ) people to promote their self-affirmation, dignity, equality rights, increase their visibility as a social group, build community, and celebrate sexual diversity and gender variance; and


Whereas the rainbow flag is the most-recognized LGBTQ symbol, designed in 1978; and


Whereas Pride Month in Shelburne is an opportunity to prevent discrimination and promote awareness and acceptance of every human person and to promote the development of harmonious relationships amongst all members of the community; and


Whereas we support an inclusive and respectful community where all citizens can live, work and play in a safe and secure environment;


Now Therefore I, Mayor Wade Mills, on behalf of Council, hereby proclaim June 2023 as “Pride Month” in the Town of Shelburne.

Whereas the Ontario Traffic Council School Crossing Guard Program Committee, of which the Town of Shelburne is a member, has proposed that Crossing Guard Appreciation Week in all participating municipalities across the Province be declared for the week of June 5th – June 9th 2023; and


Whereas each and every school day, dedicated individuals, whom we call crossing guards, commit their attention and energy to assisting pedestrians across busy streets as they arrive and depart from school and work; and


Whereas the Town of Shelburne and Shelburne Police Services Board places a top priority on pedestrian safety and commends our crossing guards for their continued commitment to the safety and well-being of pedestrians; and


Whereas crossing guards play a critical role in ensuring the safety pedestrians, and have a deep sense of responsibility, a great deal of character, an excellent relationship with children, and the dedication necessary to brave inclement weather; and


Now Therefore I, Mayor Wade Mills, on behalf of Council, hereby proclaim the week of June 5th – June 9th 2023 as School Crossing Guard Appreciation Week in the Town Of Shelburne.

Whereas Brain Injury happens in an instant, it does not discriminate, nor does it only impact one person. Brain injury changes the lives of people of all ages, genders and ethnicities, leaving little time to adapt. This disability lasts a lifetime and often leaves many with feelings of grief, loneliness, anxiety, depression, and an inability to cope; and


Whereas Acquired Brain Injury is the leading cause of death and disability for those under the age of 45 and Acquired Brain Injury is 15 times more common than spinal cord injury, 30 times more common than breast cancer and 400 times more common than HIV/AIDS; and


Whereas, as we begin to see the light at the end of the tunnel with the pandemic, we are hopeful that many people will, in time, be able to once again venture out and regain their social networks and supports, we are reminded of the many people with brain injuries who will remain isolated and afraid. The understanding we have gained from our own experiences with isolation this past reminds us to shine a light on brain injury and support those impacted by brain injury in Ontario.


Now Therefore, I, Mayor Wade Mills, on behalf of Council of the Town of Shelburne, do hereby proclaim June 2023 as “Brain Injury Awareness Month” in the Town of Shelburne.

DPC 17/02 – Redline Revision & Final Approval

  • Recommendation:

    BE IT RESOLVED THAT Report P2023-10 be received for information;

    AND THAT leave be given for the reading and enacting of By-law 32-2023, being a by-law to rezone the lands located at the north-west corner of Main Street West and Gordon Street, and described legally as Plan 7M-80, Block 7, in the Town of Shelburne, from Residential Type Three (R3) Zone to Residential Type Three Exception Four (R3-4) Zone, revising the site-specific provisions of the Residential Type Five Exception Three (R5-3) Zone, and removing the Holding (H) provision from the subject land, as shown on Schedule “A1” to the By-law;

    AND THAT leave be given for the reading and enacting of By-law #33-2023, being a by-law to exempt Blocks 1 to 5, 7 and 9 on Registered Plan 7M-80 and Blocks 1 and 2 on Plan 7M-81 from part-lot control;

    AND THAT the requested redline revisions to the approved Draft Plan of Condominium File Number DPC 17/02R as submitted by Design Plan Services Inc. and shown on the redlined Draft Plan of Common Elements Condominium – Shelburne Station, dated May 2, 2023, prepared by Van Harten Surveying Inc., be approved;

    AND THAT Council authorizes final approval of the Scone Developments Inc. (Shelburne Towns) Plan of Common Elements Condominium, File Number DPC 17/02R, and directs the Clerk to sign the Municipal Approval on the Common Elements Condominium Plan.

  • Recommendation:

    BE IT RESOLVED THAT Council receive Report P2023-11 for information regarding proposed Bill 97, the Helping Homebuyers, Protecting Tenants Act, and the proposed 2023 Provincial Planning Statement;

    AND THAT Council directs the Town Planner to submit comments to the Province in response to the ERO posting 019-6813 summarizing the Town’s concerns regarding the potential impacts of the proposed policy changes that would permit rural residential development and agricultural lot severances as it relates to current and future truck transportation routes, land use compatibility with existing and future industrial operations, and increased demands for community services and infrastructure within Shelburne as an urban service centre in Dufferin County.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2023-13 Pride Cross Walk – Pride Month 2023 for information;

    AND THAT Council approves the location for the Pride Cross Walk at Victoria Street and Main Street.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report FS 2023-07 with respect to the March 31, 2023 Financial Update;

    AND THAT RFP #02-2023 for the purchase of a new Trackless Multi-Purpose Sidewalk Tractor be awarded to Work Equipment in the amount of $157,804.32 net of HST.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #29-2023 being a By-law to strike the rates of taxation, and to further provide for penalty and interest in default of payment thereof for the year 2023.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law #30-2023 being a By-law to appoint Municipal Law Enforcement Officers for the Corporation of the Town of Shelburne.
