Land Acknowledgement:


We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held April 22, 2024 and the April 22, 2024 Committee of Adjustment meeting be approved as presented and circulated.

Murray Short of RLB Auditors presented the 2023 Financial Statements to Council.

    BE IT RESOLVED THAT the Presentation by Centreville Homes - Request for Amendment to Subdivision Agreement be received as information.

WHEREAS public works professionals focus on infrastructure, facilities and services that are of vital importance to sustainable and resilient  communities and to the public health, high quality of life and wellbeing of the people of Ontario; and


WHEREAS these infrastructure, facilities and services could not be provided without the dedicated efforts of public works professionals, who are  engineers, managers and employees from provincial and municipal governments and the private sector, who are responsible for rebuilding,  improving and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and


WHEREAS it is in the public interest for the residents, civic leaders and children in Canada to gain knowledge of and to maintain a progressive interest and understanding of the importance of public works and public works programs in their respective communities;


THEREFORE, BE IT RESOLVED THAT I, Mayor Wade Mills, do hereby proclaim May 19-25, 2024 as National Public Works Week in the Town of Shelburne.

Council directed inquiries to and received responses from Staff.

The Town Planner presented his report to Council.

    BE IT RESOLVED THAT Council receives Report P2024-07 as information;

    AND THAT Council directs Staff to revise the upset limit of Development Charges credits (or reimbursement) for municipal sanitary sewer upsizing to $136,695 in Schedule "G" of the Subdivision Agreement with Centreville (Shelburne) Inc. based on Staff's review of the additional costing information submitted by Pearson Engineering Inc. as summarized in Report P2024-07.

    WHEREAS: private water systems (e.g., wells) are not protected through legislated requirements under The Safe Drinking Water Act 2002 and The Clean Water Act 2006, but are more likely to contribute to cases of gastrointestinal illness than municipal systems; and
    WHEREAS: the 2023 Ontario Auditor General’s value-for-money audit of Public Health Ontario (PHO) recommended that PHO, in conjunction with the Ontario Ministry of Health, begin the gradual discontinuance of free private drinking water testing; and
    WHEREAS: in the County of Dufferin, many households do not receive water from municipal systems, with many relying on a private drinking water system, including wells; and
    WHEREAS: the Walkerton Inquiry Report Part II, concluded the privatization of laboratory testing of drinking water samples contributed directly to the E. coli outbreak in Walkerton, Ontario in May 2000; and Whereas all Ontarians deserve safe, clean water, and free well-water testing is a way to help ensure that residents on private wells continue to have barrier-free access to well water testing.
    THEREFORE BE IT RESOLVED THAT: the Town of Shelburne call on the Province to not phase out free well-water testing as part of the proposed streamlining efforts of public health laboratory operations in the province; and
    FURTHER THAT: this resolution be circulated to the Hon. Sylvia Jones, Minister of Health; Hon. Lisa Thompson, Minister of Agriculture, Food and Rural Affairs; Hon. Andrea Khanjin, Minister of the Environment, Conservation and Parks; local MPPs; all municipalities, The County of Dufferin and Conservations Ontario and Ontario’s conservation authorities.
