Council meeting called to order at 6:57 pm by Mayor Mills.

We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held January 13, 2025 be approved as presented and circulated.

The Deputy Clerk read questions received from Ms. Randa James of 132 First Avenue East – attached as Appendix 1 - pertaining to item 6.1.1 - report CAO 2025-01 regarding 420 Victoria St. and communication’s item #8.2 - application for site plan approval circulation.  Mayor Mills requested the Town Engineer to provide a response regarding CAO 2025-01.  Mayor Mills provided a response in regards to item #8.2 and the remaining questions noted.

Council directed inquiries to and received responses from Staff. 

The Chief Administrative Officer and the Municipal Engineer presented the report to Council.

    BE IT RESOLVED THAT Council of the Town of Shelburne receives report CAO2025-01 420 Victoria Street Update: Sale and Zoning for information;

    AND THAT given the significant estimated costs and timelines required by the Town to be able to rezone the property to residential, that the zoning remain as Institutional/Commercial/Industrial (ICI) and that no further costs be allocated to property remediation or rezoning;

    AND THAT the property be sold under its current ICI zoning with the restriction that any future buildings will be slab on grade with no basement;

    AND THAT the previously recommended sewage servicing allocation of 2 m3/day in addition to the existing allocation of 1 m3/day for ICI redevelopment of the site be maintained and that the property is granted Stage 1 priority.
