Land Acknowledgement:


We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held September 9, 2024 be approved as presented and circulated.

Whereas, in June of 2021, the Federal Government passed new legislation marking September 30 as a national statutory holiday to commemorate  the tragic legacy of residential schools in Canada; and


Whereas, the establishment of a national holiday is in response to the 80th call to action within the Truth and Reconciliation Commission of Canada: Calls to Action; and


Whereas, the date coincides with Orange Shirt Day, which began in 2013 and has become a symbol of remembrance to honour Indigenous children forced to leave their families to attend residential schools; and


Whereas, the orange shirt symbol originated in the experience of Phyllis (Jack) Webstad of the Stswecem'c Xgat'tem First Nation, who shared her story of how her new orange shirt was taken away from her on her first day at St. Joseph Mission Residential School, leaving her with feelings of worthlessness and insignificance; and


Whereas, this day will provide a way for our community to publicly commemorate the history and legacy of residential schools and the resilience of residential school survivors, commemoration being a vital component of the reconciliation process; and


Whereas, Shelburne is a community that encourages and celebrates its cultural diversity; Now Therefore, I, Mayor Wade Mills, on behalf of Council, do hereby proclaim September 30, 2024 as National Day for Truth and Reconciliation in the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT the presentation from the Shepherd's Cupboard Foodbank be received as information.

  • Recommendation:

    BE IT RESOLVED THAT the presentation from the Dufferin OPP Detachment Board be received as information. 

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne receives staff report DO2024-06 with respect to Victoria Street Speed Zones; 
    AND THAT leave be given for for the reading and enacting of By-law 38-2024 being a by-law to amend traffic By-law Number 8-1983, as amended, to establish reduced speed limits within the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne receives staff report DO2024-07 with respect to the Trails RFQ 03-2024 and that the project has been awarded to GIP Paving Inc, being the lowest qualified submission, and inclusive of all Schedule and Provisional Items in the amount of $578,689.48 plus HST for information.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2024-04 Hiring Policy Town of Shelburne for information;

    AND THAT leave be given for the reading and enacting of Bylaw #39-2024 being a bylaw to adopt the Hiring Policy Town of Shelburne and rescind By-law #49-2008.

  • Recommendation:

    BE IT RESOLVED THAT the memo from the Grant Funding Committee be received as information;

    AND THAT the recommendations from the Committee be included in the 2025 budget.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 40-2024 being a by-law to authorize the Town of Shelburne to Appoint a Fire Chief for the Shelburne and District Fire Department.

Whereas,  the Shephard's Cupboard Food Bank  ( AKA The Shelburne Food Bank ) provides a vital service to individuals and families from all walks of life who are experiencing ever growing food insecurities within our community;


And Whereas, 72% of the clients of the Shelburne Food Bank reside in the Town of Shelburne;


And Whereas, in an effort to facilitate the recovery of food donations and deliveries,  the Shelburne Food Bank has embarked upon a campaign to secure sponsors to acquire a reliable electric vehicle to assist in this regard;


And Whereas, the above mentioned campaign provides for a sponsorship opportunity for the Town of Shelburne;


Therefore, Be It Resolved that the Town of Shelburne shall provide sponsorship to the Shelburne Food Bank in the amount of $10,000.00 ( ten thousand dollars ) to assist with the acquisition of the aforementioned electric vehicle; 


And Further, this funding should be implemented from within the 2025 fiscal year, and funding provided shall not be taken from, or considered as any part of the grant application process.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 41-2024 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held September 23, 2024.
