  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held September 25, 2023 and the Special Council Meeting held October 2, 2023 be approved as presented and circulated.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2023-18 Fire Marque Program program for Town of Shelburne for information; 

    AND THAT the Agency Agreement between the Corporation of the Town of Shelburne and Fire Marque Inc. be approved and authorized;

    AND THAT leave be given for the reading and enacting of Bylaw #55-2023 being a Bylaw to enter into and agreement with Fire Marque Inc.;

    AND THAT leave be given for the reading and enacting of Bylaw #56-2023 being a Bylaw to authorize cost recovery fees with respect to fire department specific response.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO 2023-19 regarding Weekend Transit 2023 Ridership – 2024 Draft Budget for information.

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne receives the staff report FS 2023-12 with respect to 2024 Budget Framework for information;

    AND FURTHER THAT Council directs staff to:

    1. Prepare a Draft 2024 Operating Budget to include an overall tax rate increase not to exceed 6%.
    2. Include in the Draft 2024 Operating Budgets include three (3) new positions of Recreation Programs & Special Events Coordinator, Operations Analyst, and a Utilities Labourer (funded through user pay utilities budget); and prorated as to start dates identified.
    3. Proceed with the RFP process for Development Charge eligible equipment purchases of a Plow Truck for Operations and a Pickup Truck for Parks and Recreation, prior to budget adoption, and in accordance with the Town’s Procurement Policy.
    4. Place the recommended increases to reserves in the 2024 Draft Budget to fund future long term capital asset purchases and replacements.
    5. Utilize $300,000 from the tax stabilization reserve in the Draft 2024 Operating Budget.
    6. To place $150,000 of the estimated 2023 surplus, recognized at year end, into the tax stabilization reserve and any further remaining balance to the equipment reserve.

    BE IT RESOLVED THAT the resolution request from the Parks and Recreation Task Force be received as information.

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 57-2023 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held October 16, 2023.

    BE IT RESOLVED THAT we now adjourn to meet at the call of the Mayor.
