We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources. 

Members of Council are required to state any pecuniary interest in accordance with the Municipal Conflict of Interest Act.

  • Recommendation:

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held April 14, 2025 be approved as presented and circulated.

  • Recommendation:

    BE IT RESOLVED THAT the presentation from Dufferin County regarding BetterHomes Dufferin be received as information.

  • Flag Raising is Requested for Monday, May 5, 2025 at 10:00 am

Whereas, Multiple sclerosis is a chronic, often disabling neurological disease affecting an estimated 1 in 400 Canadians and approximately 90,000 across the country; and


Whereas, Multiple sclerosis symptoms vary widely and may lead to problems with numbness, coordination, vision and speech, as well as extreme fatigue and even paralysis; and


Whereas, there is no known cause of, prevention of, or cure for multiple sclerosis; and


Whereas, the Multiple Sclerosis Society of Canada is the only national organization in Canada that supports both MS research and services for people with MS and their families. Annual fundraising events such as the MS Walk, MS Bike, and A & W Canada’s Burgers to Beat MS campaign support programs to enhance the lives of people affected by multiple sclerosis and their families and support MS research in
Canada; and


Whereas, since 1948, the Multiple Sclerosis Society of Canada has contributed $200 million towards MS research; and is grateful for the  dedication and commitment of its supporters and volunteers that has made this possible; and


Whereas, together we will find ways to enhance the quality of lives for people affected by multiple sclerosis and to find a cure to end MS; 


Now Therefore, I, Mayor Wade Mills, and on behalf of Council, do hereby proclaim the month of May 2025, as “MS Awareness Month” in the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT the flag raising request for Monday, May 5, 2025 at 10:00 am, and the proclamation request for MS Awareness Month May 2025 be received as information.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 17-2025 being a by-law to strike the rates of taxation, and to further provide for penalty and interest in default of payment thereof for the year 2025.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 19-2025 being a By-law for enabling LIC Home Energy Retrofit Program.

  • Recommendation:

    Be it Resolved that Council of the Town of Shelburne receives staff report FS 2025-04 with respect to the March 31, 2025 Financial Report for information;

    AND THAT Council authorizes Finance staff to place the additional 2025 OPP Contract savings of $284,436 into a new and separate OPP Contract Reserve to be utilized as a tax stabilization instrument for future OPP Contract reconciliations.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report LS 2025-04 for information;

    AND THAT Council authorizes the use of an alternative voting method being telephone and internet voting for the 2026 election;

    AND THAT leave be given for the reading and enacting of By-law 20-2025 being a by-law to authorize voting by telephone and internet for the 2026 municipal election.

  • Amount requested to be waived is $1033.89
  • Recommendation:

    BE IT RESOLVED THAT the request from the Orangeville Food Bank for the waiving of fees for Jack Downing Park be approved;

    AND THAT the Orangeville Food Bank be directed to submit all future requests through the Community Grand Funding Program.

  • Amount requested to be waived is $149.67
  • Recommendation:

    BE IT RESOLVED THAT the request from the Centre Dufferin District High School for the waiving of fees for Natasha Patterson Pavilion be approved.

  • Recommendation:

    BE IT RESOLVED THAT leave be given for the reading and enacting of By-law 21-2025 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held April 28, 2025.
