We would like to begin by respectfully acknowledging that the Town of Shelburne resides within the traditional territory and ancestral lands of the Anishinaabe, including the Ojibway, Potawatomi, Chippewa and the People of the Three Fires Confederacy.


These traditional territories upon which we live, work, play and learn are steeped in rich Indigenous history and traditions. It is with this statement that we declare to honour and respect the past and present connection of Indigenous peoples with this land, its waterways and resources.

    BE IT RESOLVED THAT the minutes from the Regular Council meeting held May 26, 2025 be approved as presented and circulated.

Whereas the Ontario Traffic Council School Crossing Guard Program Committee, of which the Town of Shelburne is a member, has proposed that Crossing Guard Appreciation Week in all participating municipalities across the Province be declared for the week of June 2nd – June 6th 2025; and


Whereas each and every school day, dedicated individuals, whom we call crossing guards, commit their attention and energy to assisting pedestrians across busy streets as they arrive and depart from school and work; and


Whereas the Town of Shelburne and the Dufferin Detachment Board #2 places a top priority on pedestrian safety and commends our crossing guards for their continued commitment to the safety and well-being of pedestrians; and


Whereas crossing guards play a critical role in ensuring the safety pedestrians, and have a deep sense of responsibility, a great deal of character, an excellent relationship with children, and the dedication necessary to brave inclement weather; 


Now Therefore I, Mayor Wade Mills, on behalf of Council, do hereby proclaim the week of June 2nd – June 6th 2025 as School Crossing Guard Appreciation Week in the Town of Shelburne.

Whereas every year, cities all around the world celebrate the diversity that strengthens our Town to commemorate and support sexual and gender minorities' liberation; and
Whereas Pride Month is a positive stance against discrimination and violence toward lesbian, gay, bisexual, transgender and queer (2SLGBTQI+) people to promote their self-affirmation, dignity, equality rights, increase their visibility as a social group, build community, and celebrate sexual diversity and gender variance; and
Whereas the rainbow flag is the most-recognized 2SLGBTQI+ symbol, designed in 1978; and
Whereas Pride Month in Shelburne is an opportunity to prevent discrimination and promote awareness and acceptance of every human person and to promote the development of harmonious relationships amongst all members of the community; and
Whereas we support an inclusive and respectful community where all citizens can live, work and play in a safe and secure environment;
Now Therefore I, Deputy Mayor Shane Hall, on behalf of Council, do hereby proclaim June 2025 as “Pride Month” in the Town of Shelburne.

  • Recommendation:

    BE IT RESOLVED THAT Council receive Report P2025-04 for information regarding proposed Bill 17, the Protect Ontario by Building Faster and Smarter Act, 2025 as information; and

    THAT the staff comments included in Report P2025-04 regarding proposed Bill 17, Protect Ontario by Building Faster and Smarter Act, 2025 be submitted to the Environmental Registry of Ontario in response to the applicable posting.

  • Recommendation:

    BE IT RESOLVED THAT Council receives report CAO2025-02 regarding Future Fire Services – Town of Shelburne for information; and

    THAT Council re-endorses that the Shelburne and District Fire Board be dissolved; and

    THAT the Town re-establishes a fire department as part the Town of Shelburne by Q2 or Q3 2026 based on a model that includes collaboration with any municipalities purchasing contracted fire services under agreement with the Town of Shelburne; and

    THAT the Town of Shelburne requests that the Shelburne and District Fire Department Board suspend all current spending and review related to an expanded fire hall or new fire hall which has an estimated future cost of $15 million; and

    THAT the Town outlines the costing approach of the 2026 one time capital buy-out offers to the municipalities represented on the Board of the Shelburne and District Fire Department by June 4, 2025; and

    THAT the Town provides the proposed 2026 and 2027 costs for contracted fire services based on a fee per call service model to the municipalities represented on the Board of the Shelburne and District Fire Department by June 4, 2025; and

    THAT the Town of Shelburne requests a response from each municipality regarding the proposed 2026 one time buy out approach and the proposed 2026 and 2027 fee for service costs under a contract fire services model by July 23, 2025.

  • Recommendation:

    BE IT RESOLVED THAT Council of the Town of Shelburne receives staff report FS 2025-05 with respect to the Long-Term Financial Plan 2025-2034; and

    THAT Council adopts the Long-Term Financial Plan 2025-2034 as presented, replacing the 5 Year Capital Plan 2022-2026.

  • Recommendation:

    BE IT RESOLVED THAT By-law 25-2025 being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held June 2, 2025 be approved.
